Send a load offer

POST 
/orders/:order_guid/offers

This endpoint is used to send load offers to a carrier or broker. Please pay attention to the carrier_type field. The default value of the field is CTMS, which means the offer is sent to a carrier. If you want to send the offer to a broker, you should set the field to BROKER.
